Abstract
According to figures published in Innovation Union scoreboard 2013, aimed at measuring the impact of the economic crisis on the research and innovation landscape and which provided a comparative assessment of average innovation performance based on a composite indicator built on 2010 and 2011 Eurostat data using 24 indicators for all 27 European Union member states, Slovakia along with eight other states was classified as a moderate innovator. The performance of this group extends from less than 10% to 50% of the EU 27 average innovation performance.
For a brief country profile, Slovakiaʼs innovation performance is below the EU 27 average performance. Its relative strengths are in Human Resources. Its relative weaknesses were in Open, Excellent and Attractive Research Systems and Intellectual Assets. High growth was observed for New Doctorate Graduates (the highest growth of all Member States), PCT Patents in Societal Challenges and Community Trademarks. A strong decline was observed for Non-R&D Innovation Expenditure and Licence and Patent Revenues from Abroad. Growth Performance in Human Resources, Finance and Support and Intellectual Assets is above the average and in Firm Investments well below the average. The report also concluded that, of the moderate innovators, Slovakia, Italy, Lithuania and Spain had been able to improve their innovation performance since the Europe2020 strategy was launched.
We believe that the National Infrastructure for Supporting Technology Transfer in Slovakia (NITT SK), a national project co-funded by the European Union, will substantially contribute to illustrating an even more optimistic picture of Slovakia in those indicators which are associated with intellectual property and technology transfer.
