Last year, the Dutch research institutions and Elsevier signed a contract that includes Open Access publishing and reading services. An important feature of the deal is that it moves beyond Open Access: it is also an agreement about the joint development of new research intelligence services. The deal also mentions the possibility of an Open Knowledge Base (OKB). An expert Taskforce was installed at the beginning of 2020 to 1) establish a set of terms and conditions under which metadata of public research output can be (re)used and enriched by public and private organizations, and 2) to describe the concept of this OKB for the responsible management of research information and data, consistent with Dutch Open Science goals. In this talk, Sarah de Rijcke, member of this Taskforce, will discuss some of the opportunities and challenges of a national-level, community-governed OKB.en_US
