The Finnish Open Access monitoring efforts are connected to the national data collection conducted by CSC for the Ministry of Education and Culture. Since 2016, the data collected from the universities and universities of applied sciences has been relatively consistent and reliable, and it shows that the share of openly available publications is increasing. Although the current data is already good enough to be used in the university funding model, there are plans to further enhance the data by moving into an attribute-based model, which would make it easier to make comparisons with other data sources using different definitions of Open Access.en_US
