    [EN] Research, development and innovation (R&D&I) in the Czech Republic gets financed from public funds pursuant to Act no. 130/2002 Coll. on Public Subsidy to Research, Development and Innovation and amended related Acts (Act on Funding Research, Development and Innovation). The former Act regulates the following: the rights and obligations of legal and natural persons engaged in R&D&I, the conditions for the provision of public funding, the provision of information on research, development and innovation through the information system on R&D&I and the role and tasks of the R&D&I bodies.

    IPn Methodology - Effective System for Assessing and Funding Research, Development and Innovation

    [EN] The objective of the "Effective Assessment and Funding of Research, Development and Innovation" project is to render the research, development and innovation (R&D&I) more attractive to researchers, to promote excellence in R&D&I, to encourage young people to become involved in R&D&I, to enhance the prestige of scientific work and to develop mechanisms for funding by the quality of work performed. This objective is to be achieved by a new methodology ("IPn Methodology") for assessment of the results and of institutions and the distribution of state funding. The proposal for a new evaluation system is based on the recommendations resulting from the international audit of Research, Development and Innovation in the Czech Republic, which delivered a strong warning against mechanistic application of the current methodology. The system will be used by state administration bodies, funders of R&D&I and all the research organisations and their staff concerned.

    Research, experimental development and innovation receive support from public funds in accordance with Act No. 130/2002 Coll., on the support of Research and Development from Public Funds. Since 2009, the Council ensures the preparation of the Methodology and submits it for approval to the Government of the CR. Results obtained over the past 5 years are evaluated. The new 2013 Methodology is based on three pillars, which combine a peer-review evaluation and software algorithms. The positive aspects of the overall process include an increase in the number of research activities.
