    Development of a culture on Research Data Management: experiences from the international RDMS-LatAm Project

    Research Data Management is based on the so-called FAIR Principles of data, whose fundamental objective is to make data freely findable, accessible, interoperable and reusable, thus encouraging the adoption of these principles by institutions has become a standard of Best Practices. Universities, in their role as teaching and research centers, should embrace such principles in order to develop science of higher quality, accessibility, visibility and impact. RDMS-LatAm identifies the project entitled: "Development of a Strategy for Research Data Management in Higher Education and Scientific Institutions within the Latin American context". An initiative that has brought together the Universidad Central "Marta Abreu" de las Villas (Cuba) as coordinator, Universidad Nacional Mayor de San Marcos (Peru), Universidad Católica de Bolivia “San Pablo” and the University of Hasselt (Belgium), with the support of VLIR-UOS (Belgium). The objective of this project is: "To develop capacities to adopt good practices on Research Data Management in the Latin American context". So far, RDMS-LatAm's actions have allowed the development of diagnostics on data management in member universities, the elaboration of policy proposals, the training of teachers, researchers, librarians and undergraduate and graduate students, as well as the development of a new instrument to identify research data management practices in the institutions. In addition, collaborative relationships have been established with other centers that can benefit from the results achieved.

    The creation of a harmonized, semantically enriched Flemish research discipline list: about pitfalls and opportunities

    One of the most important recommendations of the report by Peters et al. on the administrative simplification of research reporting in Flanders (2011) was the creation of a single research discipline code list that could be used to tag information inside CRIS systems for reporting, dissemination and visualisation purposes. The uniform definition and management of the semantics of this research discipline code list for all research actors in Flanders could have an immediate impact on the accuracy of reporting and the policy pursued on the basis thereof. In addition, such managed classification systems can be used in dynamic research information systems that drastically reduce the administrative burden of the research population, which automatically entails an important investment in research and innovation.

    Deploying CRIS systems in reporting on public research funding

    In 2011, Peters et al. performed a study on the administrative burden that Flemish research administrations encounter when fulfilling reporting obligations imposed by governmental agencies due to the inefficient collection of research-related information. In line with this report, the Flemish government has issued new regulations anno 2019 that prescribe the use of the Flemish Research Information Portal (FRIS) as the main source of information used for reporting on public research funding. Obviously, these regulations push the requirements of the FRIS portal to an even higher level in terms of the variety of gathered information in relation to the reporting obligations. As such, the requirements include the expansion of the FRIS metamodel with new information objects, the expansion of the metadata for existing information objects and the inclusion of new classification schemes, following the principles of data governance. Furthermore, the direct consumption of FRIS-information for reporting purposes, also imposes even higher quality requirements of the data, not only in terms of the associated business and validation rules, but also in terms of the completeness of the data, the validation thereof and even on the processes associated with data registration. This presentation sheds light on the recent developments in Flanders in order to use FRIS as a reporting system for public research funding.

    Analyzing the research data infrastructure in Europe

    Over the past decade, research data have been increasingly recognized as the distinctive asset on which the research community can capitalize as the new gold. In line with this, the European Union is implementing the European Open Science Cloud in order to give the European Union a global lead in research data management and ensure that European scientists reap the full benefits of data-driven science by offering a virtual environment for storing, managing, analyzing and re-using research data across borders and disciplines. The EOSC model envisions a pan-European federation of data infrastructures built around a shared core, as well as providing access to a wide range of publicly funded services supplied at national, regional and institutional levels, and to complementary commercial services. In order to build this federation, the Governing Board together with the Executive Board has established EOSC priorities around which five EB Working Groups have been formed. Within the Landscape working group, a stock taking of the existing research infrastructures is made, i.e. national data e-infrastructures, thematic, computational and networking infrastructures. During this presentation, the goals and the state of affairs of this working group will be explained with focus on the position of current research information systems.

    An Updated Snapshot of the CRIS Landscape

    The Current Research Information System (CRIS) landscape is becoming increasingly complex. In the early days, CRIS systems were often seen as institutional assets, but by gradually realising the many benefits CRIS systems bring to the Research Management and Administration community for organising and supporting research in a more efficient manner, numerous stakeholders have now adopted more region-wide approaches to CRIS system operation. In fact, research information management practice often follows national frameworks, which in turn leads to the emergence of country-specific CRIS vendors and solutions. While it is still possible to provide a generic overview of the system solutions available, any international CRIS landscape description will often need to be fine-tuned for a specific geographic area. This trend may be even more acute in the area of research management and administration.

    Flanders Research Information Space: an indispensable regional CRIS system to efficiently monitor progress in open science

    In 2019, the Flemish government launched an ambitious Open Science policy outlining five key perfomance indicators to measure progress towards open science. It was decided to monitor these KPIs via Flanders Research Information Space (FRIS), the research portal of the Flemish government (www.researchportal.be).The FRIS portal operates with a knowledge model in which data objects related to research output (researchers, projects, publications etc.) are interlinked and described by metadata standards. These semantically defined metadata standards are developed and implemented in mutual agreement. The research performing and funding institutions deliver metadata on research information (persons, organizations, projects, publications, etc.) in real-time directly to FRIS via CERIF-XML (Common European Research Information Format) via their institutional repositories. This allows to link and enrich information about research data with other research outputs. This is unique in Europe and makes FRIS eminently suitable to use reliable metrics in order to monitor the Open Science indicators.

    [EN] The presentation provides an insight on the structure and features of Research Information Systems (CRIS) using the Flanders Researh Information Space (FRIS) regional portal as an example. The CERIF data model (for Common European Research Information Format) underpinning these systems is examined, with an emphasis on system interoperability and information exchange mechanisms. A summary of the euroCRIS mission, activities and resources is also provided.
